The results indicate that water consumption structure adjustment transferring water consumption from agriculture to industry and services would distinctly promote economic growth and resident welfare with surface water flow increasing and groundwater level declining. As a result, water supply structure adjustment and integrated regulation of surface water and groundwater would be essential for regional harmonious development.
