The relative success of the MA system & failure of its CA counterpart are attributed to institutional differences that were not the product of ideological differences but the result of varying administrative capacities, interinstitutional politics, & the timing of economic depression. CA's 1890s depression led to increased local responsibility for treatment programs & decreased funding across all levels of the system. Under these circumstances, interinstitutional cooperation was made almost impossible, & the system eventually devolved into a form of political burden shedding. However, in MA, relationships between social welfare, mental care, public health, & corrections were encouraged & facilitated at an early stage. These interactions, in combination with a strong system of charities, allowed officials to capitalize on the system-building potential of the state resources & develop an effective alcohol treatment program. It is concluded that successful establishment of alcohol & drug treatment programs requires an emphasis on the political structures that influence implementation. Adapted from the source document.
